AMD Fx-8350 underclocked itself

Hello. I was having troubles with Windows 10, so I formatted my Pc. When I installed Amd Overdrive, I noticed the clock speed was 1500 Mhz. I thought it may be because of Amd Overdrive. But when I checked the temp of my Cpu, (which was 15-20 degrees celsius) I understood that it was really running at 1500mhz. The game performance of my pc didn't change but it's Cpu clock and temp did.
My specs if you need them:
Amd Fx-8350 with Wraith cooler.
Asus 970 PRO GAMING/AURA (Socket 942)
Asus GTX 1050 TI
8GB 2400mhz DDR3 Corsair Ram (4x2)



 
Solution
Try resetting the CMOS by unplugging the motherboard battery and reseating it back after 30 secs or so. And also select high performance mode in windows 10's power settings and also restore defaults to the advanced settings under high performance mode. This will fix your issue.

Hmm, that happened to me the 1st week after i got my 8320, i think i fixed it by forcing settings trough AMD Overdrive

...but considering what was said above and my current 5 beeps on boot issue i think i might have gotten a dead CMOS battery from day 1...
