Looks like a virus or a seriously messed up user account.
1. Download any antivirus, try to install it and do a full system scan.
2. Try creating a new user and see if everything is fine there.
3. Use "Start+R" or "Run" to launch programs
4. Right click all shortcuts in taskbar, click "properties" and see if there's anything after the main target.
Example:
For Google Chrome, it's "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe"
And if there's some hack/virus added, it's "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" -something
If everything fails, simply reinstall windows WITHOUT a clean format after booting from the install DVD. All your files will still be there in Windows.old folder.
