FPS drops and freezing constantly!

My specs are AMD FX-8120, NVIDIA GTX 650 TI SSC, 8GB RAMS 1600mhz, 60gb ssd, WIN8.1 pro x64

Every time I play dota 2 I get FPS usually at 120-130 but in a matter of time like every 5-10 mins, my FPS drops so hard down to 20-30 FPS and the FPS will be back to normal at around 5-10 seconds, sometimes I get freezing constantly even if I'm browsing only, can someone suggest me a way to fix this? been solving this problem for ages, please help!

My temps aren't bad, GPU max is 60, Processor max is 60 also, I'm using an aftermarket cooler Hyper Tx3 and my MOBO is ASRock N68-GS4-FX R2.0
 
I'm not familiar with your motherboard but I looked it up and it has a basic 4+1 power phase and the VRM's don't have any heatsinks. Other motherboards with similar design are known to suffer overheating VRM's with 125w CPU's. Also the stock cpu cooler is good because it pushes air down and out over the VRM's, your cooler won't blow any air over them.

My guess is your motherboard VRM's are overheating. They don't have a temperature sensor so you cannot measure them to be sure. I'd try putting the stock cooler on and see if that fixes it, if it doesn't then take the side off the pc and try and point a fan at the cpu area and see if it fixes it. If fixed then we know what the problem is.

I'm not too familiar with the VRM, and I have no other way to point the fan towards the VRM spot instead buying a new cooler, and also this problem didn't exist before it just appeared after having a clean format in my drive

No make/ model?
Power delivery may be an issue. A flaky PSU will cause all sorts of weird system behavior.
Also, is there a reason you didn't upgrade to Windows 10?
