I have a fx-6300 with stock cooler stock overclock speeds, and my rpm in cpu fan with jump from 1k average to 300k + max being 675k rpm. This isn't dependent on what i'm doing, browsing youtube or playing overwatch still posts the jumps in rpm.

Solution
the fans rpm might be jumping as cpu ramps up in clock speed; if the annoying changes in pitch/speed are something you wish to avoid, you might be able to select a fixed medium-high speed in BIOS or fan control software...; if you game often, you'd want a fan speed typical under gaming loads....
