USB Drive is corrupted or unreadable after NTFS format

My USB drive is 28 gb but for some reason it was FAT32 formatted when I picked it up from around the home and started using it. I tried to put a movie on it but found I couldn't put anything larger than 4GB on it which is strange because the usb drive is 28 gb. I read online that I should format it to NTFS and tried this thorugh windows inbuilt tool and Ease Use partition tool. I had a little more success with ease use because it seemingly allowed me to convert it to NTFS but each time I tried to access the drive I got an error "the file or directory is corrupted and unreadable"

I'm not sure what to do next

That's not strange at all.
The maximum file size permitted under FAT32 is 4GB (well, 4GB minus 2 bytes, to be precise).
That's the reason why you use NTFS nowadays.

Try using Disk Management to format your 28GB drive to NTFS. You can find it in the Windows Administration folder of your Start Menu.

Use it to delete all partitions from the 28GB drive (right-click), then create a new primary partition of maximum size and format it as NTFS.

That should do it. Note that your new partition will be slightly smaller than your drive, this is normal.
