CPU only starts when the jumper is in 2,3 pins after starting again changing it to 1,2 pins

Normally when i keep the jumper in 2,3 pins and after turning on the cpu changing it to default pins(1,2).Then the Cpu beeps and starts.

I also Updated the Bios.

My MotherBoard is ASUS F2A85-M LE.
AMD Radeon integrated Graphics
Corsair Vengeance 4GB RAM

If am following this convoluted process correctly, ....you have to completely reset/clear your BIOS every time to even start up your computer?

Try another BIOS battery, CR2032...they cost about $3-$4...

If the computer does not retain the settings from one shutdown to the next startup, the motherboard might be faulty...(assuming no shorted USB cables, components, etc.)
