They are barely the same price , I don't what should i get my build is as follows:

Gigabyte GA-AB350M-Gaming 3 Socket AM4
G.skill AEGIS 8GB (1 X 8GB) DDR4 3000 CL16
AMD RYZEN 3 1200 4-Core 3.1GHz (3.4GHz Turbo) Socket AM4
and a 500w psu .
And if i should get the Used one what tests are required to confirm its efficiency

The 970 is faster but you also need to think about possible future issues with failure and warranty. For tests, running 3DMark a couple of times should show you if there are any issues with the card, maybe a game to test a real game engine.

What brand/mode of power supply are you getting? Or did you already buy it?
