High Idle temp, but cool under load

I have had a recurring issue with two separate graphics cards now, a gtx 970 and now a new 1070 where they will idle at 130F and only cool down during gaming. With the old card it would reach up 140F and my computer would crash from high temp. Any ideas?
 
Solution
A good quality 520w or higher PSU is all you need. Here's a few suggestions in various price ranges.

Most gpu's now a days turn the fans off till when idle or under light load and the gpu is under 60°C(140°f). Most gpu's have a thermal limit close to 100°C(212°F). If you want it to run cooler at idle you just need to install an program like MSI's Afterburner or EVGA's Precision and set a custom fan curve.

The 970 has a max temp of 98°C and the 1070s is 94°C.

The 970 should not have been shutting down at a mere 60°C

After I started to run into problems with the 970 I downloaded open hardware monitor and it said my temp limit was 140 if I didn't put my fans at atleast 85% speed it would overheat during idle, I'm guessing somewhere in my computer something, probably software is pre-settling this weird limit if what your saying is true.

That could definitely be part of the problem. Apevia units are very very poor quality(basically a generic pile in a shiny case) to the point of being a danger to the rest of the system. Not surprised at all that Cyberpower used such a poor quality PSU, they kinda have a reputation for that amongst other things.

When the system crashes does it crash out of the game and to the desktop or shutdown/restart?

Also in many games that 7850k is going to hold back a 1070 from performing to it's full potential(even the 970 was going to held back in some games), but that's not whats causing the crashes.

Most common causes are thermal and power issues and if the GPU was only hitting 60°C then it's not the gpu overheating. Monitor the CPU temp when under load(prime 95 is a good stress test to use) and make sure it's not that if it's good then you may want to look at trying another PSU as yours is definitely suspect.
