Motherboard/CPU won’t turn on

I have an EVGA x99 Dark mother board, I just got back from deployment and I was re organizing the cables and such. Yer when I started everything it would turn on for about 3 seconds then turn off. So I tested all the cables and such. Found out the 4 pin x2 for the CPU was causing it to shut off. So I started investigating, without the cables it started up fine and posted. Yer when plugged in they turned off. Well sadly I hit one of the cables (cpu) and now the motherboard won’t then on hardly at all. It turns on for a millisecond. Then turns off. Now even without the cables plugged in it won’t turn on. I’ve tried barebones, clearing CMOS. The motherboard still have idle lights. But won’t go past that. When I click clear cmos button it tried to turn on again yet working half. Second turns off again. Did I accidentally fry my CPU or motherboard? If so which one, so I can buy a new one. Also all parts have worked before, so I know they are good parts.
