How to turn down maximum cpu usage

So I just bought a ryzen 5 1600x with an asus b350 mobo. I previously had a fx 8350 with some random mobo i got cheap. The cooler I have worked good on my 8350 so I know it is not temps making my pc crash, so I can only assume that games are maxing out my cpu and it dies. This happened on my 8350 and i just went into power settings and turned it to 99% max load but for some reason windows 10 doesn't show it anymore in the power options, anyone have an idea?

Well, when I had my fx8350, it would crash on gtaV, i looked it up and it said to turn down the max cpu usage, and it fixed the whole problem. I did monitor my cpu temp, it didn't go above 65 C, so that should not be the problem.
