Upload & download speed on separate isp

Not really.
Every click, every application, every game....is a two way conversation.
When I click on the "Answer" button here, that is an upload to the server. When the page refreshes, that is a download to my PC.
The DSL connection and the cable connection have different public IP addresses.
What are these two speeds?
