Downloading games via stream makes overall computer slow/laggy

So I recently just built my very first PC and I want to know if experiencing slow speeds throughout the computer (almost as if the pc is lagging) while downloading games from steam is expected. It's slowing when I try to search through my files and even when I'm using the internet. Every task I try to do is completely lagged/slowed. I checked the usage while downloading and it's as follows:
CPU - 24%
Memory - 20%
Disk - 3%
Network - 73% (sometimes it'll hit 99% & 100%)

Also the drive I'm using for my stream library is an EVO M.2 1TB.
My computer build is:
-ASROCK x370 Taichi AM4 ATX
-AMD Ryzen 1800x
-Corsair H110I CPU Liquid Cooler
-GTX1080ti StrxRog 11GB
-G.SKILL TridentZ RGB Series 32GB (2 x 16GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600) Desktop Memory Model F4-3200C14D-32GTZR
-EVGA GQ 1000W
For my local disk I'm using a 250GB Samsung M.2
Stream Library - 1TB Samsung EVO M.2
Seagate Firecuda 2TB for photos and documents

Download Latency Monitor, and see if your ethernet driver is causing long latency calls.
