Your gpu is weak for gaming. I may not handle modern games even in a low resolution monitor like yours. You may find good new gpus for a fair amount of money, or even used ones like the legendary 750 ti. But gaming with this gpu, well no.
I have a fairly similar PC to yours but with a weaker CPU and I played it fine. To get an enjoyable framerate you HAVE to lower the resolution to 1024x768, 800x600 or if you have a widescreen monitor, choose a low resolution that fits your screen the best. Also, how much VRAM does the game show you gave in the graphics settings?
