why does my 1950x show as 3.8 ghz

I thought this chip was supposed to be 3.4ghz? I built my own system but I barely know what i'm doing tbh. It shows as 3.8 in bios too. I've never overclocked anything, I wouldn't even know how. Should I be concerned? Is the motherboard doing this on its own? I have the MSI motherboard that has a little physical dial on it to OC, I'm wondering if they shipped it with it not at 0. Thanks!

Do you have "Optimal Settings" enabled in your UEFI/BIOS? If so, it could be the motherboard itself applying the OC. This happened on one of my Ryzen rigs. Reverting to a normal profile resolved for me.
