16GB RAM installed, but Win System showing 32GB RAM?

I've tried some searches and what not, but everything is coming back as the reverse order than what I am asking.

I have 16GB of RAM installed (2 x 8GB) and the computer is showing 32GB RAM on the System properties Windows and also reading 32768MB RAM on the BIOS System Information.

I have re-imaged the machine thinking that may fix the issue followed up with updating all the drivers including the BIOS driver. The computer operates just fine but still shows that I have more RAM installed then I really do.

Also tried swapping the RAM out with some other RAM and I get the same outcome. Ran a full Diagnostics with the onboard Dell Diag. and it comes back all Passed with no errors.

Before you installed those 2x 8GB modules, you had any module in that slot?

Aren't there in fact 4 RAM slots with 2x 8GB already installed?
Those other 2 slots wont be at back near 2 modules you used, but under keyboard and you would need to remove keyboard to access those.

Documentation from DELL page says:
Expansive DDR3 memory with four DIMM slots for up to 32GB of 1600MHz memory or up to 16GB of 1866MHz memory for blistering performance

EDIT:
Also quick check - remove 2 modules you installed and try to turn on your laptop. If it starts you got another 2 modules as PC can't run without memory.

The Dell Precision M4700 you have, is presumably the 4 memory slot version rather than the 2 memory slot version?

Is it absolutely certain that FOUR 8 GB modules are NOT installed?

The Crucial memory shown within a photo is actually intended for use in Mac based systems, but it should work in PC based systems anyway.

I only see 2 RAM slots (you made me re-pop the case off since I questioned it lol)

The RAM is the official RAM from DELL that was given with the custom order and we have roughly 70 more of these specific machines with no other issues on the others. I have even tried swapping the RAM thinking originally it was just faulty RAM, but this had no effect.
I'm just wondering what could be reading it incorrectly since the computer was fully formatted and re-imaged using the same image I use on the other machines (M4700's) which also had me update all BIOS updates as well.

Is it worth trying a CMOS jumper and reinstalling the BIOS? or would this be a waste of time for me?

That would make the most sense, but I have had a busy day and wasn't able to verify. Thank you for the input as soon as I have some time I will verify this and mark the answer.

Thanks again, would have never guessed they separated or made RAM so un-accessible like that on the other pair.

It's common with 4 RAM slots laptops. My laptop is same I got 2 modules with 16GB preinstalled under keyboard and other 2 which were free from other side. Resulting in having total 48 of max 64GB RAM on that model, as I didnt wanted to bother with removing keyboard to replace other 2 RAMs 2x 16GB.

There are multiple reasons for this, one probably most important being space restrictions, I presume that other 2 slots are at exact same spot just on other side of motherboard. Another one I can think of is marketing, if they would make version with all 4 rams upgradeable easily you could just buy cheapest version they offer replace everything and be done.
