I have a gtx 1080.
I5 6600
8gb ddr4 si how channel
And a crappy £20 850w psu
In mafia 3 and most games bf1 too
If i go past Medium to high settings I get really bad stuttering fps everywhere and freezes mafia 3 on low to medium settings runs at 45fps average
How can I fix this issue

Yes, it's possible.

A GPU not receiving stable power may not be achieving it's rated clock speeds, resulting in frame dips/stuttering.

A poor PSU can be pretty dangerous. Anywhere from simply impacting stability through outright causing a fire.

Also, anything that cost 20quid and states it's an "850W" PSU is more than likely outright lying. I'd be surprised if it could reliably do 500W based on the limited info thus far.

The cheapest I can find an "850W" PSU retail in the UK is 80.
Even then, they;'re not the best quality (CX850, Rosewill Hive etc).

Depends what PSU you have specifically, and which "500W Corsair" unit you're considering - Corsair have good/bad/indifferent PSUs in their lineup too (although I'm sure nowhere near as bad as the outright junk 20quid 850W unit you have).

Are you monitoring CPU/GPU/RAM temps and utilization? If not, I'd suggest you try that first. You might find something is overheating, in which case, a replacement PSU isn't going to fix.

If you do end up going to new PSU route (you likely should/will), the SeaSonic S12II 620W is probably the best PSU vs lowest price I can find retail in the UK.

I wouldn't spend 86 on a unit when that SeaSonic unit is more than capable, great quality and 20quid cheaper.

Although, if oyu wanted to go with a more modern platform, perhaps even fully modular, there are quite a few decent options.

All in the 70-80GBP range and great quality units.

If temps & utilization is ok, and you don't have an unstable OC (looks like you have a locked CPU anyway), you've cleaned your GPU drivers (potentially going as far as a clean Windows install), then chances are pretty good.

Even without some of the steps ^, an "850W" 20quid PSU is never likely to be very good and, even if it's not the route cause of your current problems, replacing it is a smart idea regardless.

A poor PSU rarely has any decent level of protection and, in the event it fails, may well take one/some/all component(s) with it.
