MSI Z87 GD65 won't restart

I own a MSI GD65, but it doesn't allow my computer to restart.

When I try to restart from windows, the screen goes black, but all the fans are still spinning and the LEDs are on. I've let it sit for hours, and nothing happens

I've tried replacing the RAM. CPU, and pretty much everything.

The PC specs are:
Intel Pentium G1840
8GB ADATA XPG V2 RAM
4x Seagate Barracuda 2TB
400 Watt EVGA Powersupply
Windows 7 64 bit

It appears the bios was out of date, so I updated it to the latest version on MSI's website.

I booted into windows when it was done, and tried restarting, and it appears that the problem still persists.

have you done a windows reinstall this my help but that is a guess after you reinstall windows and it still has the problem then it is the main board.
live with it or replace it

I've already tried reinstalling windows. I guess I'll just live with it until it becomes unbearable. Thanks for all your help anyways.
