PC is suddenly very laggy

Hello,

My pc specs:

CPU: AMD athlon x4 760k
GPU: R7 260x
Ram: 8gb
Mobo: A78m-35e

My problem is that my pc was running normally today i woke up turned it on and it's the slowest things on earth and i cannot open chrome or barely anything.

So i looked through the internet and did everything from clearing bios to checking for viruses...

But i managed to check the cpu and i opened OverDrive and the tempertures were normal but i noticed that the cpu speeds from 1.3ghz to 4ghz the normal speed and it does this on idle with no stress or high temp, the temps stay at around 46C.

Whats the solution?

CPU fluctuations are normal (even at idle).

You refer to temperature though you use Overdrive. So is this 46 deg C the thermal margin at idle or temperature reading at idle using another hardware monitor? I would be a bit concerned if it's 46 deg C thermal margin on idle as it would suggest on a full load it gets close to thermal throttling.

The only other thing to check which comes to mind is Task Manager and the information there. Part of me thinks it's something to do with the hard drive but there's not enough to go on.
