Cooling my CPU and GPU

My GPU is the Radeon r9 280x 3 GB DDR5 it ideals at 41 c and when gaming it goes to 70-85 c
My CPU is AMD FX 8350 it's cooled by a 120mm liquid cooling it ideals at 15 c but I clocked it down to 3.5 mhz instead of 4.1. Otherwise it ideals at 40 c and gets to hot and my computer shuts off.

The question is what can I do to improve my cooling at a cheap cost?
I want a liquid cooling loop but thats expensive and I don't know how to do it.
Please advice,

Your cooling is fine. That CPU can handle 61C without problems, and the GPU can go higher than 85C. Not much, but it's fine.

Why do you want to cool it more?

BTW, the 15C you're reading on the CPU is incorrect. The sensor on the 8350 only starts becoming accurate above 50C. Think about it, how could it be cooler than your ambient temp?

When I'm playing games my GPU gets really hot. It heats up my whole pc and my CPU when I set it to its original clock in the BIOs in gets so hot my pc shuts off.
I want a cooler for my CPU that will cool it better than this 120mm weakish liquid cooler. I also want better cooling to help my pc stay cool.
