Anti static wrist strap question

Is it safe plug the non alligator clip part of a anti static wrist strap directly into the grounded hole in a wall outlet to ground or discharge yourself of any electrostatic discharge? Please help.

But if the socket is the switched type, switch it off for safety reasons. The earth through the socket's earth terminal will still be intact even with switch in the off position.
