CPU idle temp at 60-70C, is this normal

I have a Intel Pentium E5400 and its running at high temperatures idle is it supposed to do that?

And if its too high how can i fix that?

Thermal paste definitely matters, if there isn't any between the CPU and and heatsink you want to get some on there, shouldn't set you back more than £5-£10. May be worth investing a couple of extra £/$'s and getting some cleaning fluid and cloth to clean prior, depending on how bad it looks under there.

I have cleaned the dust off and the fan is working fine but loud, there is no thermal paste thou so that might be a problem but it dosent matter that much right?
