Power Outage during Windows 7 installation.

I was having issues with my PC having slow performance whilst playing a game, decided to restart my PC in an effort to remedy the issue. After restarting, the PC would get to the 'Starting Windows' screen and then stop displaying an image. I tried rebooting a few times to see if there was anything buggy going on with no luck. This morning I decided to try reinstalling Windows 7 from my CD, followed a written guide to make sure I had everything done properly. I got past all of the file installation steps without any issues, but as soon as it restarted for the first time, it froze on the 'Starting Windows' screen again for about 2 hours. I decided that after that time it probably wasn't going to suddenly burst into life, so I turned off my PC in an attempt to restart the installation process, but now my PC won't even post. I'll likely be taking my PC to a store to get looked at this weekend, I'm just wondering if there are any suggestions that could get me back on track with the installation.

1. First step to try when facing the issues you described would be to enter BIOS and ....

a) "reset all settings to defaults"
b) if that don't work, reset CMOS.

2. Once starting the install process, you reformatted the storage device ? And you did the preceding 1st ?

3. Two things I like to do before spending money are:

a) Plug the HD into a docking station or other PC and scan it for issues.

The step by step walkthrough I followed got me to delete my existing partitions and create new ones which all went fine, as did the installation of the windows files, but after the first restart my PC froze on the 'Starting Windows' screen and I didn't have any other option to turn it off, now my PC won't post to a display.

I can't currently enter my BIOS, my PC isn't posting to a display. I think I'll just wait to see if the people at the PC repair store can do anything since I don't have another PC to test my hard drives on.
