Sudden windows turned laggy reinstalled didn't fix it

Hi the around 4 days ago i suddenly started lagging in csgo getting 30fps when i started the game.
After the game my windows and all programs were lagging.
I reinstalled my ssd and the problem still occured

What i tired:
CCleaner
Memtest
Cpu latency
Kingston ssd manager which states none failures/warnings. Overall Healty
Downloaded driver booster to ensure i had every single driver and i downloaded my graphic driver from the official Nvidia website

My specs:
i7 6700k
8gb Crosshair ram
120gb kingston sdd and 1tb harddisk
gtx 970

Also, test your memory. I had a situation where I had 6gb installed once. Windows still "saw" the 6gb (in system properties), but apparently the 4gb module was bad and windows was only using 2gb, thus the unexpected slowdowns. It the slowdown baffled me for a while, until I finally noticed only 2gb of memory being used in the Task Manager. It may have nothing to do with it, but checking all the memory is being utilized and running a memory test to make your system isn't compensating for a bad module won't _HURT_ anything.

NEVERMIND: I didn't see the memtest was already done
