My gpu does not work inside of case, but does outside of the case? error 12 is what it says in device manager.

So I recently got a second hand old-ish pc, my specs are gtx 580 and an intel core i5 2500k. I have a dell motherboard not sure which, 750w psu and 8gb ddr3 ram. When i first got my pc I realised that my would not detect my gpu. It came on windows 7 and it wouldnt even display on device manager. Plugging the dvi into both slots didnt work, i got a beep from my pc to show that it booted but no display from my monitor. I upgraded to windows 10 and things were still the same. eventually i got a sign of the GPU, device manager found it finally after scanning for hardware changes. There was a triangle where it said gtx 580, i checked it's properties and it said no drivers. So logically i installed the drivers. I rebooted because it required one for the drivers to fully install. And then i rebooted again but put the dvi into the gpu. monitor shows no signal. i plug the dvi back into the motherboard and boot it up as normal. I goto device manager and it shows a triangle on my gtx 580 again. I click the properties and it gives me error 12.

"This device cannot find enough free resources that it can use. (Code 12)

If you want to use this device, you will need to disable one of the other devices on this system."

So at first thought i disable my integrated intel hd 3000. I restart it and its on the basic display. I then restart again but with the dvi, still no signal. I plug it back into my motherboard and get into my bios. I set the video output from auto to pci-e which is the wire i used to power my gpu. Lots of stress and still nothing works, My brother comes home from work and decided to help me out since i cant properly build a pc. The case was already dirty and dusty so he took everything out of it and places it onto my desk. He then built the entire pc onto a peice of cardboard, which seemed to work. We booted it into dvi and the gpu displayed, we went to device manager and it showed no error, no integrated graphics. just my gpu. I quickly ran minecraft and it ran as it should, max settings with above 60fps. That means the gpu did was working. He left everything there and went to clean out my case. After cleaning we installed the pc back into it and the gpu was doing the same thing as before.

Im currently stuck here completely frustrated and under stress. I've tried re-installing the gpu and deleting and reinstalling drivers. I need help.

edit: Forgot to add, the card was also tested in my brothers pc and it worked as it should.
