I'm new to PC Building and in about a month i'll be buying all the parts to put it all together. What are your thoughts? Are there any parts that I could substitute for cheaper parts or parts where I should spend a little more money? My budget is $1500-$1600.

I don't think u can oc the non k processors .That has been locked in skylake lineup .So get the k processors if u oc it or a non k i7s .But wait for the release and see more benchmarks
PSU is no good. Either you wait for coffee lake next week if you stick with Intel, or better bang for the buck:

The i5-8400 base clock is at 2.8Ghz but OC's to 4.0GHz so do you think I should get that and OC it or get the i5-8600k? Also I'm running an 27" ASUS monitor, not sure of the model but it's only 60hz. Definitely gonna try to get a 144hz monitor after I build everything. Also will I need a new motherboard for the new Coffeelake processors?
