Help! Dell Optiplex 980 and Corsiar CX 450 PSU not working with each other.

Greetings,
I purchased a Corsair CX 450 on amazon, it arrived today.
My system is a Dell Optiplex 980 with an Intel i5 660 running at 3.33Ghz,
I have a 1TB HDD,
Their are 4 2GB DDR3 RAM totalling 8GB of DDR3 RAM.
Finally I have a ATI Radeon 4550.

I plunged in to 24 pin to mini 24 pin, and plunged in the 12V cpu pin. The cpu plug on the motherboard is 4 pin, but I was able to plug in the psu's 8 pin plug.
I attempted to power on my pc with nothing happening.

As of right now, my pc is only working with the factory 255W psu.
Please point me in the right direction, thank you!
 
The PSU´s fan doesn´t spin either?
Did you plug in the full 20+4pin ATX main power plug into the adapter? Don´t know if the adapter could be plugged the other way around accidentally or besides some pins.

Is the adapter correctly plugged into the motherboard? Maybe

Maybe the adapter is faulty

You can try the "paper clip test" to be sure the new PSU could power up at all. Plug in a HDD to not damage the PSU while powering it up.

Yes, the PSU's fan did not spin when I attempted to power on my PC with the new PSU installed.

I have two adaptors, both of them brand new. The first one is ATX 24 to mini 24, I plunged in the full 20+4 pin ATX plug into the adaptor, then into the motherboard's mini 24 pin socket, and the 4 pin CPU, hard drive and CD/DVD. After verifying everything is correctly plugged in, I closed my PC's case, plugged in my monitor, mouse and keyboard and the cable to the wall, and pressed the power button, but nothing happened no fan, no activity, nothing.

Assuming the ATX 24 to mini 24 was faulty, I purchased another adapter this time ATX 20 to mini 24. I performed the same tasks, only thing different I separated the PSU's ATX 20+4 to plug it into the ATX 20 to mini 24, but my PC still didn't start.

I performed the paper clip test on both adapters and in both cases, my new PSU's fan came on and successfully powered a hard drive and a CD/DVD drive, so I concluded my PSU is working, and both adapters via a paper clip is at last able to turn on the PSU to start powering drives. But my motherboard won't .

My PC only works with the factory 255W Dell PSU. This may be worth including, but my PC turns on by it self as soon as it's plugged in even when it's fully shutdown.
