Is a I7 4790 non K better than a I5 4670K?

My brothers PC is slowing down and we basically upgraded everything except CPU, RAM and MOBO. His PC is slowing down even though hes got an SSD which did make it a lot better but It still freezes from time to time while opening Applications like Google chrome. So we're thinking about upgrading him from his I5-4670K to my old I7-4790 non K, but would it be much better? I haven't Overclocked the I5 because IM not really sure how but if I do overclock it would it be better than the stock I7-4790 Locked Ghz? plus I'm not really sure if the motherboard is overclockable.

Yes! The i7 4790 is significantly better especially in some new titles that utilize multiple cores. And, without overclocking the i5 you are looking at a higher frequency on the i7.

Your partpicker link is for a Ryzen system? Is that his current system?

As for the issue, I highly doubt that the CPU is to blame here, could you please describe the issue more precisely?

As a sidenote, your i7 would only be better in heavily multithreaded applications; depending on the amount of OC on your i5, it can match it or even beat it if that's not the case.

No. Its Intel, Hes currently using the I5-4670K
