The reason why we say don't skimp on PSUs is because no computer technician in their right minds would ever willingly recommend any PSU that typically falls into this price bracket. The PSU is often the most overlooked component, as it is the least recognised, but can also cause the most damage if a poor quality unit is bought. Also the wattage you require is relevant.
So if you're not able to put in the money for a good quality PSU, I doubt anyone in their right minds will willingly give you a recommendation for that price, as we have all seen from experience what a poor quality PSU can do to the rest of the computer. So your best bet is to quite simply identify the wattage you require, then look for your own PSU in your budget, then the risk you take is your own alone.
Think of it as an investment, spending £30-40 extra, on a good unit, prevents you from forking out the £1000 your rig costs at a later date.
Cheap = Low Quality = Damage to your PC if it goes wrong.
