gtx 1060 but games still lag

My specs
Intel i5 6400
Asus gtx 1060 3gb oc
Gigabyte h110M-S2
Corsair vengeance 8GB ddr4
WD blue 1TB

I don't know what is causing these lags. I'm getting lags on all my games. Some games lags that last 1-2 seconds and some games lag as hell. I don't think that's this is a CPU bottleneck, the CPU usage is fine on most of my games. The gpu temps are also not a problem 50-70 degrees.

Recently I played cod advanced warfare, rise of the tomb raider, deux ex: mankind divided. These are games that lags too much. I tried lowering the settings but it would only make a little difference but still lags to much. When I play these games CPU and RAM usage is at or almost at 100% usage. I tried updating the drivers and it didn't make any difference. Can anyone tell me what is the problem.

One more thing while playing I'm seeing this strange dots on the shadows and squiggly lines on the edges of the objects in games. Can anyone tell me what is causing that too. Sorry for the newbie Q

Not sure if it is your case, but i think it could be, as sounds same that many others (in my case the CoDIW drops are huge too):
There are problems with Windows 10 after Creators Update and also there are problems with a lot of NVIDIA cards for several generations (not only 10XX) and several OS.
Unfortunatelly no fix yet from Microsoft or NVIDIA (some have lucky going to Windows versions older than Creators Update); i think on the Fall's Creators Update they'll put some fix and i think (but just my idea) NVIDIA is waiting for it too to release-research a fix.

1. Turn off Windows ability to install Hardware drivers, reboot

2. Uninstall all things nVidia, reboot

3. Use a registry cleaner like CCleaner and remove all things nVidia (and nothing else) and reboot

4. Install drivers from nVidia web site

5. Run Furmark w/ HWiNFO (sensors only) running to record min and max temps and voltages. If voltage varies more than 5% on 12, 5 and 3.3 volt rails, your PSU is out of spec and replace. Personally, I want 1 % but warranty will only cover 5%.

If no improvement, call Asus and have them take you thru any troubleshooting procedures. If nothing changes, ask for an RMA

It's not likely, but that's why we do the test. A poor quality PSU can cause this which is why it's good to include this info when posting. But a high quality PSU can also perform poorly, not every unit off the line performs up to standards. Run the test, and you eliminate the possibility.

EDIT: I wouldn't put the VS450 in a build but that doesn't mean it's causing the problem ... if it does turn out that it is ...

And no, it's not just about "power", it's also about voltage control. To work properly and efficiently your MoBo and GPU must regulate the power appropriately ... when the PSU is supplying 'dirty" power or providing inadequate voltage control, these kinds of issues can appear.

Note that a 1 TB SSD fits only 950 GB of files. Marketing execs stole the rest when they decided a TB was no longer 1024 GB. If you leave the recommended "free space at 15% ... then at 790 ya need to start thinking about eliminating some stuff.

I don't know what's fine but I'm asking because if your RAM usage is 4 or 5GB when not in a game, then once you start a game you won't have enough RAM even though your RAM usage is 'fine'.
