Constant FPS drops

My pc has been having constant lag and fps drops on any game i try to play (For Honor, Battlefield 1, PUBG, Overwatch etc) even on very low settings which confuses me because other friend that have similar builds do not get as much problems as i do and was wondering why i could be getting drops when others are not. I am not sure why i would be getting drops because the specs i have are fine for the types of games i play and was wondering if anyone could help me out please.

PC Specs
GPU: Radeon RX 480 8GB GDDR5
Processor: AMD FX 8350, 4.0GHz, 16.0MB
Motherboard: Asus M5A97 Le R2.0
Power Supply: Corsair CX600
RAM: 8.0GB DDR3

Does the problem happen during the games? or even you just start the games?
Because the FPS drop is a computer problem, like over heat from the CPU, GPU, or MB VRMs ( * because you used the lower end 970 chipset MB). Or the your storage, if you used HDD, which may have problem. Or you may install too much software like the utility software, etc.

You may test your GPU, PSU, etc hardware in your friend PC to see those parts work fine or not. And sometime you may have a hard time to figure out the problem too. So 1) just test the parts, 2) and update all the drivers ( GPU, audio, MB chipset drivers, etc), 3) monitor the CPU, GPU temp with MSI afterburner. 4) if you oc the cpu or GPU, then reset to the base frequency.
