No boot, no beeps, no usb power, just fans

I've seen several posts like this, but they all have differing parts, making their answers un-usable.
I am using an i7 7700k on an Asus Z270E, powered with a corsair C750M(I think) I'm 90%+ sure that everything is seated properly, I've tried taking everything but CPU, MOBO, and 1 RAM in to test all 4 ram ports, same effect with them all, taking the cmos battery out for a few seconds resulted in a yellow light coming on (manual says it indicates a POST failure with DRAM) is that the same as the ram sticks? All the fans come on, the LED strip in the MOBO comes on, and, it stays booted till I hold the power for a while (longer than I think I should need to) All the parts are brand new, even the keyboard and mouse, which don't power up when I plug them in (any port, front or back) There's no display, I don't have a cpu speaker, does a regular speaker work?

If you haven't already, set the motherboard on a cardboard box. Clearly you want the CPU and heatsink installed and 1 stick of RAM. Connect your monitor to the onboard video output as well. Make sure the 24pin and 8pin power cables are plugged in and try to...

I have 2 total, but I've tried every configuration of slots and sticks, one stick, everything

Are you sure you have both the 24pin power cable plugged into the motherboard and the 8pin CPU power cable plugged in?

Is the MB mounted in the case right now? If it is, it could be possible it's shorting out. First things first though, verify you have all the proper power cables plugged into the MB.

If you haven't already, set the motherboard on a cardboard box. Clearly you want the CPU and heatsink installed and 1 stick of RAM. Connect your monitor to the onboard video output as well. Make sure the 24pin and 8pin power cables are plugged in and try to power on the MB (if there is no power button on the MB itself, you'll need to use a screw driver to power it on - just google how to power on a MB with a screw driver).

If all is well, the system should POST. Clearly without an OS/HDD you won't get any further, but it should POST. If your system still won't POST then you clearly have some hardware issue. You could try the other stick of RAM just to be sure, but if that doesn't work then most likely the issue is the MB.

Don't feel too bad about it. It's just part of the process getting things figured out sometimes. I had a MB short out on me. I went through all these troubleshooting steps (multiple PSUs, testing outside of the case and so on) a year ago. I picked up a new MB and after getting home with it, the new MB was DOA. I had to go pick up a second new MB and thankfully no issues. Try to exhaust all the testing you can do before doing a RMA, especially if you have to ship it out and wait for a new one to return to you.
