It sounds like the machine is not capable of running Windows 7. That "starting service" message is about loading drivers.
If it was previously a Windows XP machine, the installation media probably doesn't have the drivers necessary for that hardware. Microsoft changed the driver architecture between Windows XP and Vista and the new drivers won't work on older hardware and the driver suppliers won't support Windows 7 drivers for the older hardware.
