Correct me if i'm wrong, but the Lenova PA 1400 is the power supply for your laptop...

If your trying to fast charge your phone off your laptop, the particular USB port has to support fast charging. On any one laptop, there may be some USB ports that support it and some that don't, or there may be none at all. On mine there is a lightning bolt symbol above the one that does, and there is only 1 USB port like that on mine.

If your laptop has a USB port that supports it, so long as your using the factory Power supply for your laptop it should work. If your laptop doesn't support it, no amount of power supply upgrade is going to get it to work.

As for fast charging from a power bank, you need to look at the output current. Anything 2Amps or above should support fast charging. From my experience the 2Amps ones are also the larger ones with more capacity. Your not going to find a small power bank that supports 2A output.

UPDATE: just looked it up, MotoTurbo power uses a higher voltage to charge faster, so you will likely have to buy a turbopower branded charger or power bank to support it, and it will probably never work charging on a laptop
