CPU is overheating 86C and I don't know what to do

So I just upgraded my computer and I noticed that I was getting low fps in all the games I play so I check and saw that my CPU was overheating.
My Specs:
Motherboard-Gigabyte Technology Co. Ltd. X299 AORUS Gaming-CF
CPU-Intel Core i5 7640X @ 4.00GHz
RAM-8.00GB Single-Channel Unknown @ 1063MHz (15-15-15-36)
GPU- NVIDIA GeForce GTX 1080 (Gigabyte)
Storage- 2 SATA 1tb hard drives
PSU- 800 watt I don't know the company

Troubleshooting- I reapplied thermal paste onto the CPU and tried to tighten the screw into it. That is all I could think of at the moment. Any help would be much appreciated.

ok, radiator fans and pump speed are next on our list. A good program to monitor those speeds is "cpuid HWMonitor"(google it and download it for this part). Compare the fan speeds reported to what your fans are capable of and likewise with the radiator pump.
The rest of your info sounds fine.
Really only one area of data left, what are you using for a case and what does it have for fans installed? How you're controlling those fans is also nice to know. And lastly, how do you have your radiator set up? Is it setup to exhaust? Is it setup to intake? How are your radiator fans setup? I think that's about all the info that's pertinent.
I know it's a lot of info, but it somewhere in the answers is the answer to why your cpu is...

ok, new cooler, what are you using for a TIM? How old is the TIM? Do you have a pictures of what the TIM application looked like, when you undid the coldplate from the CPU? What application method did you use for the TIM when you redid it? How do you have the fans and the pump powered(are they connected to PWM headers on the mobo)? Do you have the radiator pump going 100% or is it some lower number? What's your room ambient temperature?

I'm using Thermal grease. I just got that as well. No I don't have a picture. I used a X method when I applied it.
Setup
I don't know how to check the radiator pump.

I know it's a lot of info, but it somewhere in the answers is the answer to why your cpu is throttling. So we keep digging till we find it.
