Purchased new GTX 1070, Motherboard, Hard Drive, and SSD. Still low FPS.

So I have as listed above a GTX 1070 which seems to inconsistantly waver in games no matter the settings from 90-100 fps leading me to believe there's some problem.
Here is my hardware. ---> http://speccy.piriform.com/results/m4dlECPcZXv5oo5oiepQO6p <--- I do not have money to upgrade to an i7 and every prior person I've contacted on reddit, real life etc said an i5 6600k should be plenty enough.
Since my motherboard has 4 ram slots, should I buy another 2 sticks of 4gb ram?

I think I might've resolved my own problem actually. I've discovered a bug in the Rainbow Six Siege community that supposedly creates 100% CPU usage. I've confirmed this by playing other high graphics intensity games at max or higher settings by installing them on my SSD. oh well. unfortunate.

Nope, I have like 5-6 fans, it shouldn't be, It never did in my old case and that one was SIGNIFICANTLY smaller.

Power plan changing didnt seem to do anything, and my CPU is at flat 100% while I am in-game
I dont understand, even if I downscale the resolution to 800x600 with all low settings I still get 90 fps when I need 144+ average.
It didn't do this before I rebuilt.
I can play CoD Black ops 3 at maximum graphics settings at 144+ but If I start firing my gun in Rainbow Six Siege my 90 across any settings whatsoever goes to a 50, and that is completely unacceptable for my situation.

I would assume it is caused by the game because it immediately halfs when i alt-tab out of the game. I have the most recent drivers freshly installed 2 days ago when i did my re-build. I also have another set of 4GB ram sticks coming so i'll see if that changes anything, The only thing i ever run with the game is "discord" communication software so i can talk to my teammates.

I used to perform better FPS wise, around 130-150 average
are you sure there couldnt be a setting somewhere causing this somehow?

When I am in-game, the usage is at 100% unfaltering.
When I am out-of-game, or tabbed out, it goes down to about 46%.
