New PC Build Lagging

Ive had this PC built and running good for a few weeks before I finally started to overclock.

So Ive decided to overclock my PC this morning, running into a few problems along the way:

Accidently turning off the Turbo option which prevented me from actually bumping up my Core Clock and had thermaltakes fan software overriding my Corsair Link fan curves only allowing them to spin up to 800 RPM.

Once Ive finally figure out these issues a few hours have passed by and I finally set my base overclock to start at 4.5Ghz at 1.25v.

Ran Aida64 for 10 minutes on the CPU stress test option. Temperature reached a max of 91*C
I lowered my voltage to reduce the heat to 1.20v. Ran it again and temps maxed at 77*. More in my comfort zone.

Ran Cinebench R15, temp reached 104*C towards the end. Scared me a little because Ive never seen such high temps before. Ran the test again, same results. Thought I would run a quick game of PUBG to see how it runs and it was horrible, stuttering/lagging 5-50 fps. I closed it out quick with confusion, it was supposed to be running better, not worse.

Noticed my computer was running pretty crappy overall so I reset my BIOS settings to default and load back into windows. Still crappy, did a windows update, Video Card update, all drivers are up to date, Virus scan, system restore to a previous day, updated bios.

Had to boot up with one stick of ram after the bios update and didnt properly seat one of the sticks as it wasnt lighting up so quickly shut down and properly seated them all.

With intel 3.0 I am suppose to see up to 4.5 on 2 cores and I did before I started to alter my overclock. Now I only see 3.99Ghz according to Intel Extreme Tuning Utility with everything set to default. Ive ran Cinebench at factory settings and it scores great, (1661-1684).

I cannot figure out why my computer is running like crap, is it possible that Ive ruined the CPU when it reached the 104*C even though it benchs fine?

Im really lost at this point and am looking for some help.

At this point, I would recommend this:

1) Check your power settings and set it to performance. Then, go into advanced and check if your HDD are set to stop after 20 mins of idle. Change the value to 0. If this doesn't help, it will at least eliminate the power plan settings
2) Clean the TIM on your CPU/cooler and re apply
3) Reset your BIOS again. Also, reset your CMOS battery
4) Boot into your system and see if there is still lag
5) Back up your data
6) If yes, do a clean install of your OS with only one disk attached. Select custom installation and NOT upgrade from previous installation of windows. Back up your data before doing this! Do not install any anti virus before you are sure that there is no lag anymore

While monitoring my temps they are completely fine.

Roughly 40*C idle and low 70s under 100% load.

AIO water temps are 29-30*C and pump is running at 2900 RPM

I did and thats what I am running right now. Everything is at factory settings in BIOS and still experiencing this 'lag'.

I understand that 104*C is hot and not ideal but it hit that temp for a few seconds. My OC was 4.5Ghz @1.25v at the time. Now everything is back to factory, nothing is overheating but still getting this slow loading/lagging PC. Nothing major running in the background processes either.

Please do not ignore the re install of window part. A lot of people ignore it and get issues.

My reasoning is that somehow the overclocks have messed up some settings at the OS level which can be resolved by this. Temperatures reaching 104*C should not cause any permanent damage as long as one resolves that situation which you did. Also, please note that according to ark, TJUNCTION
99°C for this CPU. If all this doesnt resolve the issue, I would recommend that you get in touch with Intel and ask for their help.

Thanks for the detailed reply. Ive checked and tried your power option suggestion, unplugged and HDD that I recently installed (from previous build), took out CMOS battery for about 10 minutes, reset default BIOS once more and still the PC is not running to well. I did notice that my CPU wont boost to 4.3 or 4.5 as its supposed to, I believe this might be related to my issue but I do not know where to begin to attemp to resolve it.

I havent reapplied the CPU cooler yet as my temps are within normal so I will hold off on that but I will try a fresh install of windows 10.

Glad, you could resolve your issue. When you overclock your hardware, there are things that get changed in OS also. Registry gets updated etc. Although, one cant pin point the exact issue as it was resolved by re installing the OS, I hope your next attempt to oc succeeds. Do change the tim this time. Always change the stock tim on Intel. :)
