I've been having lot's of graphics problems lately in the form of anti-aliasing. Could this be tied to my cpu I've already changed my graphics card twice. At idle my cpu is running at 5% but the frequency is anywhere from 3.2GHz to 3.4GHz. I have an i5-6500 and the temps are normal. 20-30 idle and up to 30-50 in game.

You're CPU can't run too fast by default.
It's just increasing with a function which is probably Turbo Boost.
