Lower than expected Frame rate across all games

I get about 1/3 of the frames i should be getting, i have been trying to solve this issue for quite a while and have had no luck, feel free to suggest any solutions im quite responsive and will provide data needed.

system specs

i5-6600k
Msi GeForce Gtx 1060 6gb
Evga 750w
16gb ddr3 ram
CPU cooler 212 hyper evo

for example i get around 30 - 60 fps on Bf1 Ultra
ive attached Unigine Heaven benchmarks and temps recorded during bf1 gameplay

I can't remember but I think I also had bellow 60 frames on BF1 with absolutely everything on max. I think the closest reference I can put now is if you play League Of Legends and you get between 90-ish (team fights) to 250-260 (farming lanes, situations without flashy visuals) frames your system is working fine

I dont think so, various benchmarks suggest the Gtx 1060 should be getting upwards of 70 - 90fps on ultra for bf1

Do you have TAA forced in the Nvidia control panel? If so....then you are effectively adding additional AA on top of the in-game AA. This will tank your FPS. So check on that. As a rule.....run everything with its default settings and work from there.
