My computer struggles to run GTA 5

Why do i have to play on low settings to get fairly good fps, not even that i get no where near 60 fps. When i play on low settings i still get the lag spikes that i dont want.

I have these specs:
Intel core I5 6600
8GB ram
GTX 960 gigabyte version

I have the same issue with rust, ill get high fps but then ill have the major lag spikes and such.

Well im not sure about temps, but when i open task manager its eating all my cpu up, its at like at least 80-90% and ram is at least half of that.
Im connection wireless but i have strong internet speed. And GPU im not sure about GPU but i dont think its that i do strongly believe it is my CPU or RAM.

Just took a look at the cpu temps for each core, and it varies from 30-50 degrees C

The GPU stays at a solid 30 degrees C
 
The thing about fps is that it is resolution dependent. If we don't know what resolution you play out, it's hard be responsive to your question.

At normal "test settings" w/ Intel Core i7-6700K and 16GB DDR4-3000 you are looking at about 42 fps at 1080p (31 @ 1440p)

All video card results are obtained on this exact system with exactly the same configuration.
All games are set to their highest quality setting unless indicated otherwise.
AA and AF are applied via in-game settings, not via the driver's control panel.

If the GPU is at 30C, its not doing anything.

Sorry my GPU when the game is not running its 30C im testing to see now what it rises to when the game is running

Temps:
CPU: 40-60C
GPU: 33-40C

Usage that task manager tells me:
CPU: 85%
RAM: 96%

with the usage, that strongly stays that high when playing never goes below that usage amount.

my PSU is evga 600w power supply, and yes i have done scans no malware or viruses

i got windows 10 so yeh they should be up to day because it automatically does it

motherboard: gigabyte H110M

Did you get the latest video drivers directly from Nvidia and install them? Also, you mentioned earlier you use a wireless connection. What is the make/model of your wireless network adapter? Have you tried via a wired connection? If so, does your performance stabilize?
