Cpu Freq. Down to 0.80ghz from 3.50ghz. How to fix ? "Solved"

My Pc turned awfully slow few days ago on Sunday evening. Done many Diagnostics & all say that CPU & SSD are ok which clearly is not True. Win7 Performance Rating was 4.7 for CPU on Sunday & rest were from 7.4 to 7.9. Memory 7.4, Graphics 7.9, Gaming Graphics 7.9 & Primary Hard-Disk 7.9. 2x months ago when bought components & installed Pc then got 6+ for CPU so it was a huge drop. Diagnostics still say all good, but Pc much slower than before last Sunday evening. Was nicely Fast for 2x months <3

So after saw that 0.80GHZ CPU Speed in Bios i thought it can't be right.. Sometimes typing is laggy on Google Chrome even only couple tabs open & nothing else than Lightweight Antivir on background. First i thought it's cause of Firefox, but after installing Chrome "Fan of Firefox" i noticed also happens here. Now after this problem / Snail Speed started, Icons appear after brief loading like does with HDD's. Not so much on Desktop, but for ex. on Progs & Features @Control Panel. Before this happened I've done all basic things how to Speed up System & make it last longer. Indexing off, System Restore Off & some other moves.

I used NOX Emulator software for a week so hope that it didn't Destroy Cpu cause they are Cpu heavy. Diagnostics say all ok, but maybe it just reduced it's speed so diagnostic check doesn't say that something wrong.. :/ Or then Bios Corrupted like Intel Support person suggested when talked about this online. I don't have much more details to say. I mean can say some Pc Spec details of course :) Intel Assist reply: Yes the processor show run at 3.50 GHz, since it is stuck at 0.8 it is most likely a BIOS corrupted. Sometimes this issue is caused due to a BIOS corrupted, and that can be fixed with a BIOS Recovery. Have you Tried that ? My Reply: No i haven't & diving in to see if that not needed.

I was able to run one Mmo Game couple days ago. It was horribly awful because Frames Per Second was bad like 4-10 FPS at worst when was ok even with my much older Rig that had before summer. That MMO Uses more Cpu than Gpu cause of bad Engine it uses & therefore bad Coding. Wonder what could've corrupted Bios if is so. I have legit SecureAnywhere Antivirus software & done Full Scan with that & Spybot Software. SecureAnywhere didn't find anything & Spybot found only minor threat lvl targets. Nothing on Rootkit either so for example not a hiding as Svchost.exe & slowing down the Rig.

You think that normal non Tech savy person could do Bios Recovery If it's required on this prob. ?
Maybe this has to do with faulty MB Heat Sensor / Thermal Throttling when system puts CPU Speed down big time. Shame that can't just put it back up via Bios like in old Blue Screen Bios b in days. CPU Stuck @0.8GHZ Problem solved on yesterday evening. Glad that decided to look for solution once more before agree to take Rig into checkup @Pc Maintenance store not far from my home. Thanks for suggestions & for your time. I don't know how to Reset Bios or Do Bios Recovery. Does reset mean same as Changing settings back to Default @Bios Screen ? I turned EIST to Disabled after this started as thought it would help to put CPU Speed back to 3.5ghz @Bios Screen, but didn't. I have Arctic Cpu Cooler so don't know if i could reach Cpu's Thermal Paste. I didn't put the Rig together so for technical moves like Removing Cooler i need to ask for same person to come to do that. Works @one of Local Comp. Maintenance store. They have cheap, good quality service & friendly.

One more weird thing about this Rig is that i had this strange mechanical noise problem that kept coming back after 3-5 days & only shutting down the Rig stopped it. After i removed the side panel it hasn't come back for a month. So weird that current setup can cause that Rattling noise when case is NZXT S340. Components mentioned above are inside it. So nothing 2 fancy & high Tech & still it happened randomly after so long period of time.

Hey. Thanks for your time & Question. When under Light or Heavy Load i don't know because haven't looked into yet.
At the moment every game is Glitchy, but i can login to some soon and take a look.
Idle Temps:
Cpu: 23c
Gpu: 34c
MB: 34c
Storage: 33c
With Speccy Software see that 500GB Samsung 960 SSD M.2 is shown as (Device Unknown) so maybe that's why won't show it's Temp.

The mechanical noise sounds like maybe a cable or cable connector contacting a cooling fan.

It's under CPU Features section if i recall :) Now my CPU Frequency moves between 3.5ghz - 3.9ghz on all 4x Cores :)

For thought about Rattling noise that comes when close the Side Panel "Appears after 3-5 days so is really weird" i don't think it would be cables hitting Fan. Because My NZXT S340 case has perfect cable management & all really are hidden <3 When i mentioned it i wrote that how can my Rig be choking after few days panel closed & esp. cause there's not any High Tech Fancy Components inside. Airflow is with 2x Big Default Fans. One on Top & Back.

I'll close the panel on next week & when it begins i'll open it right away & then record video.
