Which Pc build is better? 600$

Solution
Only diff is ram? 3200MHz one wins. What is your major usage? PSU is overkill, 1400 not worth the money. I will suggest the following with your budget:

Solution
Both are bad as the power supply is to costly. I suggest getting a 6 core with more reasonable power supply. Also get PC mate as its the same but without the RGB lights.

I agree with what was mentioned about PSU and RAM.

I will add though that you're better off waiting until you can afford at least $700 for a build. Otherwise even the $500 Xbox One X (Scorpio) will have more powerful graphics, which is said to have 980 Ti level graphics. A 980 Ti is roughly 30% more powerful than a 1060 3GB at 1080p. The 980 Ti is a whopping 93% more powerful than a 1050 Ti 4GB at 1080p.

Even the kit mentioned with 1060 3GB leaves you with unbalanced spec (a weak CPU).

Note that I'm not suggesting you buy a One X instead. We don't even know yet how good it's claimed keyboard and mouse support will be for games. I'm pretty sure the graphics power will be equivalent to a 980 Ti though, because they've stated it's 6 TFLOPS capable, which is 980 Ti level, and that info came straight from the APU manufacturer (AMD).

If you give it to the 5th AMD should drop the 6 core price a bit. Intel is coming with the i3-8350k for $168 so should be price match by then.
