Pc booted fine first time but now nothing

After building my pc it worked just fine but after a couple days my motherboard no longer turns on. When I went to check everything for my motherboard I noticed that my chipset was extremely hot but I don't know why this would be because I have barely even turned it on since I first built it.

I already tested my psu and took my motherboard out of my case to make sure that wasn't the problem

My specs:
Evga 500 b1 power supply
Gigabyte B250M-DS3H motherboard
G.skill 8gb ddr4 memory kit
Cooler master haf 912 case
Intel core i3 6100 processor

Tested the PSU how? the paperclip test only means it has enough juice to cut the fan on.
I noticed that my chipset was extremely hot? how hot what was the temp?
I would try 1 stick of memory moving it to each slot then try the other stick the same way, from their borrow a friends PSU and try that.

I used an actual tester that came with the psu just to make sure it still ran properly
I couldn't check the actual temp but it was hot enough to almost burn my finger.
I have tried moving my mempry to other slots and that didn't help. Unfortunately I don't know anyone who's power supply I can borrow
