Video and Audio issue when upgrading CPU

I have upgraded my 3470 to an i7 4790k but there seems to be large lag and crackling with my audio and on video there is a broken up image with lag. When gaming the video is finebut the audio is cracked and distorted.

Sometimes when I boot my pc I also get no signal but usually only happens 1/4 times.

A few times after logging into windows the PC crashes cant move mouse and have to reset. The cpu fan spins loud too.

Sometimes if I reboot enough, the audio crackling is minimal and I can game as the game sounds will overpower it. However about an hour in, all audio will stop completely and I have to end Windows audio and windows endpoint, and then audio returns (still with the crackling).

Tried updating all drivers, reseating components, checking temps ( 35c idle and in game 70c)

When I put back in my 3470 all issues go away and everything works.

As i'm typing now the crackling and video disturbances are minimal, but when I restart or reboot pc its likely to be awful.

Seemed to have reduced it by about 90% by turning off Intel Turbo Boost. Not sure if its a conflict between it and my mobo or the demand for more power. The issue is still there its just background noise and can barely be heard over audio.
