I have lag spikes in every game

Hello!I bought a new gpu nvidia gtx 1060 6gb and I had a radeon r9 290x.I put the 1060 on and now every 5-10 seconds I get lag spikes in every game.I didn't have this problem with radeon.Is it probably because I installed in a bad way?I didn't change anything else in hardwear.
Specs:
intel i-5 4670k
motherboard z97 pc mate
power supply RM850
gpu(new):gtx 1060,6gb g1 gaming.

BIOS
to access the bios hammer the delete key before system boots as soon powered on
have a fresh formatted FAT32 USB stick download the bios from motherboard manufacturer stick the bios you just downloaded on the USB stick recommend at least 2 bios's re-boot press the delete button repeatedly to get into bios select system update bios select usb device flash it leave it to do its thing then you should be good with new bios
if done wrong will brick your motherboard

How can i check this?And i found something else my cpu is like 90%-100% with only discord,league of legends client and steam opened...I think the cpu is the problem..
