In what? That depends entirely on the game. It is also quite hard to compare consoles to PC, they use a different OS and interact with the hardware different than a pc. In terms of raw power using a measurement such as teraflops, the 470 is vastly more powerful than the graphics portion of the APU inside a PS4.

A 470 paired with an adequate cpu can play pretty much any game native 1080p 60fps on max settings or close to it, a PS4 can not.
