For daily usage like Microsoft Office or surfing the web that pc is a beast, but for games it is close to 0, because of no dedicated graphics card in your computer and your 4th gen iGPU is ~4-5 years old, so 9 fps is to be expected in pretty much every game.
So my only problems are graphics card and processor.
Not sure what you mean by "your only problems", those are the two main things in a computer. It's like going to the doctor and saying "so my only problems are cancer in the lungs and needing to have my legs removed."
Maybe you should re-do your question and ask what you actually should have asked in the first place, WHY are you asking if your PC is low end? Are you just interested in what to call it? Did someone...
For gaming your PC is very low end as I stated. 9FPS is not a surprising number. It is only a good home office PC. Gaming you need a solid dedicated GPU from amd or nvidia like a GTX 1050 or better in modern AAA titles.
