You are still fine. Low setting 1080 may be fine on most games. You may want to upgrade your cpu. For example, get a used I5-3450 or I5-2400. For 3450, you will need to update your BIOS first before installing.

1. Yes. Every PC will have bottlenecks. Read here.

2. Yes, it will run the games. Likely not 60+ FPS due to CPU and the gpu performance will depend on resolution aswell.

3. What are you upgrading from? What is your monitor and budget? What is your exact PSU model?
