How to use all of the Gigabyte pa65-ud3-b3 Rev 1.0 4 Ram Slots?

I have Gigabyte pa65-ud3-b3 Rev 1.0, dual-channel Ram (4 Slots)

Currently, I am running with 2 pieces of @2gb DDR3 ram PC10600 1333mhz Hynix brand installed at slot A1 + B1.

I want to add my Ram to 8GB, so I bought another 2 pieces of ram with similar specs and Hynix brand. The specs of the Hynix Rams are dual-channel, checked by CPU-Z.

However, as I installed all of them together (4 slots), the PC won't start, the light on the mainboard keep looping on and off.

Every time I installed the rams on all of 4 slots, the PC didn't even boot up to BIOS, so in order to change anything in BIOS, I need to install ram only in 1 or 2 slots. However, when I mixed the new and old Rams together or only the new rams, it worked but only in 2 slots, the slots random so I can tell that all of the slots are working.

What I've done so far:
1. Resetting the BIOS = Didn't work
2. Upgrading the BIOS version to the latest = Didn't work
3. Increased the DRAM Voltage on the BIOS = Didn't work

Attached the image of my RAM. Please help if anyone know any method to make it works.

Look at "Just Adding More Dram".

Try with just two sticks in to make sure that the speed is set at 1066mhz,leave the timing at what they ar right now (i assume 9-9-9). Can add some voltage to the sticks since running at 1.5V and set them to 1.65V ,this is the max they can handle without issues,but if the pc runs like this can be dialed down again by 0.05V and test after that.
If the OS is 64 Bit, then try these

1)Install any 1 stick in first slot, keeping the rest three slot empty.
2)Repeat the same procedure testing same memory in all the other three slots. This will rule out if one the sticks is bad.
3)If all are good. Then change the dram frequency to 1066MHz when all four are installed together.

Yes the OS is Windows 10 64 Bit.

I've done all of the above suggestions. Nothing changes.
