q9650 in dell optiplex 780 MT isn't running full speed
it runs on 1995 mhz 6X
i tested with many stress sowftwares it never goes at full speed 9x

Are you sure you aren't trying to run a QX9650 in that system? Without an adjustable multiplier in the BIOS it could default to the lowest 6x.

When the Optiplex 780 was factory equipped with a Q9650, it always came with one of the nice copper-base with heatpipes coolers that william p mentioned, not the plain aluminum jobs the dual-cores did.

You might try (wait for it)............................ Throttlestop 6.00 software. You can download it at TechPowerUp. There's a forum at Notebook Review also. it controls alomost all the CPU throttling schemes. C States, EIST, BDPROCHOT. You can probably figure out what's going on that way, and maybe even use it as a fix. Later versions are for later CPUs but TS6 is good for LGA775 and doesn't have a bunch of extra settings that won't apply to your CPU.

When SpeedStep is disabled, many Dell laptops from this era usually play it safe by booting up with the minimum 6 multiplier. Without SpeedStep, the CPU will be stuck at 6 and there is no way they can go any higher. Hint, enable SpeedStep.
