Case fans run at max RPM

So i recently bought 3 'Noctua NF-A14 PWM' because they are quiet but from the moment windows booted they went to there max speed so when i wanted to lower them in windows it says that they where running at 0RPM in every program is shows 0RPM but in the bios they run at a normal speed i'm using a ASUS PRIME B350-PLUS motherboard. Currently i have the 'low noise adaptor' between the board and the fans to make them run slower
